Simple web site question?

My brother has a small business. He has a Charter e-mail account and he asked me about some feature Charter has for hosting a personal web page. Has anyone used Charter for this? If so, is it limited or can you program it like any other site. Would you suggest any other alternatives for a small business? Thanks

Charter internet-can only get on certain websites?

I just got internet from charter and just hooked up the wireless router to get my internet up and running. I opened up Internet Explorer for the first time and Charter High-Speed internet installation came up, and I went through the whole process. But now I can only get on to certain websites. I can go to charter.net, Wells Fargo.com, this website, and more. However, I cannot get onto google.com and facebook, the installation thing that I already went through comes up again, and of course it won't let me put in my account number, etc. again. I logged into my charter e-mail, but I didn't see anything that would explain this. What's going on???
